How to Qualify a Construction Tender: A 7-Point Checklist

Short answer: Qualify a construction tender on seven points: does the scope genuinely match what you supply, is the specification already locked to a competitor, is the volume above your commercial floor, can you meet the formal requirements, who else is likely bidding, do you have delivery capacity in the window, and does the margin justify the bid cost. Most teams answer only the first — and spend a large share of their bid effort on tenders they were never going to win.

Why disqualification is the point

Bid preparation is expensive. A serious tender response consumes days of technical and commercial time. Every one spent on an unwinnable tender is one not spent on a winnable one, or on the early-stage projects that determine next year's revenue.

The goal of qualification is therefore not to find reasons to bid. It is to say no quickly and with confidence, so that the remaining effort concentrates.

A team disqualifying 60–70% of incoming tenders in the first pass is usually working correctly.

The seven points

1. Scope fit — does it actually need what we supply?

Beyond the CPV code and the title. Read the technical specification for your product category and establish: is your product type required at all, at what volume, and to what performance level?

Watch for tenders where your category appears but as a minor item, or where a competing construction method makes it optional.

Disqualify if: your product is not required, or required at a volume below your commercial floor.

2. Specification lock-in — is this already decided?

The most important question and the least often asked. Read the specification for:

  • A named product with no equivalence clause — someone else won this months ago

  • Performance criteria that match one manufacturer's datasheet suspiciously precisely

  • Approved-supplier lists you are not on

  • References to proprietary systems

Disqualify if: the specification is written around a competitor's product with no realistic route to equivalence. Bidding anyway means providing a price benchmark for the winner.

3. Volume and value — is it worth it?

Estimated value of *your* product on this tender, not the total contract value. Compare against your minimum order volume and against the cost of preparing the bid.

Disqualify if: your product value falls below the threshold where a bid pays for itself.

4. Formal requirements — can we even submit?

Certifications, national approvals, insurance levels, turnover requirements, reference projects of comparable scale, consortium rules, language of submission, electronic submission platform registration.

Disqualify if: a hard requirement is missing and cannot be met before the deadline. This is the most avoidable wasted effort in tendering — teams discover a missing approval on day four of a five-day bid.

5. Competitive position — who else is bidding?

Consider: which competitors are strong in this region and building type, whether an incumbent supplier is involved, whether the awarding authority has a pattern, and whether the criteria favour price or quality. A tender scored 90% on price with a commodity specification is a race you probably do not want.

Disqualify if: you have no differentiating advantage and the award is price-dominated.

6. Capacity and timing — can we deliver?

Construction schedule against your lead times and production capacity. Winning a tender you cannot deliver is worse than losing it.

Disqualify if: the delivery window conflicts with committed capacity and cannot be resolved.

7. Margin — does the likely price support it?

Estimate the realistic winning price from the specification level, the award criteria and what comparable projects have gone for. Compare against your cost base plus bid cost.

Disqualify if: the achievable margin does not justify the commitment, even at a good win probability.

Turning it into a process

Score, do not deliberate. Each point pass/fail, with hard disqualifiers ending the review immediately. Points 2 and 4 should be checked first, because they are the cheapest to check and the most likely to be fatal.

Record the reason. Rejection reasons are the most valuable input for improving what reaches your team in the first place.

Set a time budget for first-pass qualification. Fifteen minutes per tender. If a decision needs longer, that is itself information — usually that the tender documents are ambiguous, which is its own risk.

Review outcomes quarterly. Which disqualification reasons appeared most, and did the tenders you pursued convert better than those you rejected? If not, your criteria are wrong.
